[Tilesathome] Tileset file support

The client will always upload both if it finds them in uploadable.
CreateTilesetFile=1 will turn on the output of tileset files.
Currently the client will refuse to process jobs from the server
render queue if this is active.

The spec only psecifies the basic set of meta data.  There might be
other things that are interesting.  But, of course we don't want to
store tons of data.

If the tile details page gets updated to display any meta data that is
present in a tileset file we can temporarily include those data if we
notice a problem somwhere.
