[Tilesathome] Many roads missing

I've noticed that one of the APIs doesn't seem to have
additions/deletions/changes from a period of time in early October.
I'm cleaning up the TIGER data import in my part of the USA, so it
mostly shows up on T at H as incorrect tags rather than missing data, but
it could be connected.
