[Tilesathome] NoLayersRequested bug

hi list,

the main job server have a big problem

he allow requests the have no layer requests

x,y	zoom	Priority	Requested since	Layer	Requested by
2181,1489	12-17	1	0 minutes		InformationFreeway:anonymous
966,1272	12-17	4	1 week, 5 days	tile,maplint,captionless	Mixed_tile_cleanup


look at the 2181,1489 request
this its a ddos of the system and kill many rendertime ;/

a client get the job see (oh no layer) and give the job back

the problem is he wait 60 sek after puting back..

so stops one 0 request many clients paralel at the same time..

get a job, see "oh no layer" and puting back costs not a sek so killt the 0 job 
minimal 60 clients ...

ps: manuel can u fix the problem via a manuel render call for the cell
