[Tilesathome] Coastline loaded for latitude 60 and higher

IMHO this makes for more tiles to be rendered correctly. The tiles that have an island in them without touching the border can always be converted back to sea.
Or if you have a method to do that automatically, I'd be more than happy to try that out.

you do know that this contradicts the schema of how the oceantiles 
hinting works?

For example a group of islands will now render inverted (again!) in 
certain cases.
