[Tilesathome] Inkscape locale issues. what were they?

Hi,

I think the difference is:

- InkscapeLocale tells tilesGen.pl how to build the parameters for Inkscape.
- i18n tells Inkscape how to interpret the parameters.

The latter doesn't work with Windows.
