Could be (probably) a bug, but note that not even the main API returns all ways that are part of a relation that you fetch. It will only return those ways within your bbox of the relation, I think. Otherwise you get easily in trouble, as Germans would always fetch the whole Autobahn through Germany if they render only a z12. Or think of someone putting everything in Germany in a relation Germany, and then create a relation "EU" that contains all european countries. That would be a fun to download.
