[Tilesathome] Problem rendering coastline tile.

I've been fixing tiles where Oceantiles in wrong  for a while and have 
just come across one I'm unable to get to render correctly.

As far as I can see there is no errors/breaks in the coastline.
I've tried setting oceantiles to sea, mixed and land but the output is 
always a blank land tile.

Running tileGen with debug on lets me check the intermediate files and I 
can see that closeareas.pl seems to be working correctly as it is adding 
a coastline way around the outside of the tile but the svgs are blank.

Any ideas?
