[Tilesathome] locale problem on clients - URL broken

Would be nice if it'd be so easy...
But unfortuneatly it isn't.
Believe it or not: My patch is the simplest way to get around this!
The problem is inkscape: It needs a "," in the "export-area" parameter 
numerical values as decimal "point" in german (or durch or ...) locale!
On _all_ other places you need "." as decimal point even in german locale!

So please apply my patch to the production version, because I'm tired of 
hearing of this bug over and over again (and I'm also tired of the 
workarounds)!!!
