[Tilesathome] mini roundabouts

I've made all symbol to be the same size on all zoom levels. This is
one example when it's not the best idea so I've changed it so
miniroundabout to residential width ratio is the same for all zoom
levels.

It would be nice if roundabout can have the same size as the road they
lie on but I'm not sure if it's possible with osmarender.

I will commit the fix as soon as svn starts working again.
