I see Deelkar has committed it for you.

Not sure if you are aware but at the moment even with committed changes 
to oceantiles.dat these tiles are hard to fix if they are blank.
Due to disk space limitations any blank tilesets being uploaded are 
discarded so uploading a tileset rendered with the corrected oceantiles 
won't have any effect and the server will continue to show the fallback 
legacy tileset.
Once we get to a stage where the legacy tilesets can be removed then the 
tile server will use oceantiles.dat and your committed changes will then 
appear.
