[Tilesathome] Test rasterizer_branch

Hi

I feel _rasterizer_branch are at a stage where it would be nice to
test it in other environments, especially non-linux systems.

A few things to bear in mind for those that want to try:
* Batik agent isn't supported yet. I want to make the batik module
rock solid first as it shares some code and it's a pain to fix things
two places.
* The Batik=[123] config parameter has been replaced with Rasterizer,
set this to Inkscape or Batik
* The syntax for the niceness parameter has changed, but there is code
in place to handle the old style of values. If you are testing and
going to switch back again you don't have to change it.
* Path handling is completely reworked. It's now based on
autodetection instead of configuration. Especially for windows there
are probably a multitude of interesting places to put inkscape and
batik, please tell me where it should look and I'll add.
* There are some extra dependencies, I guess Error.pm already got
added sometime recently, but IPC::Run is probably new. If anybody find
more new dependencies please tell.
