If you look here:
http://www.dylanbeattie.net/magick/
It states:
NOTE: As of ImageMagick 5.4.8, the official ImageMagick windows
installer includes PerlMagick for ActivePerl. Hence I will no longer
be providing new binaries of PerlMagick from this site. The official
distribution is available from
http://www.imagemagick.org/www/windows.html
If that helps...
Also the Windows T at H client NSI script downloads and installs
ActivePerl as part of the installation (assuming Windows users use
that installation method, rather than trying to install all the
relevant bits manually and manually tweaking the conf files to point
to the correct places, and then not use the Windows GUI that is also
part of the Windows setup package, so it is likely that ActivePerl
will be the version in use. The setup package linked from the wiki
uses ActivePerl 5.8(.8?) which on my system I've updated to 5.10 to
resolve the GD bug that leaves files open on Windows systems
stopping the temporary folders (and the open files) from being
removed.
