[Tilesathome] Corrupted data in TRAPI database

I've almost got a setup working using osmosis to download the replication
diffs and create the .osc files and then feed them to the TRAPI
trpcs.plscript to add them to the TRAPI database.

I also modified the fastcgi script to use the osmosis timestamp instead of
the internal TRAPI stamp.  Only thing left to do is finish the script to
monitor the osmosis output directory and pipe the filenames to trpcs.  I've
been trying to use File::Monitor in perl, but I can't seem to get it
working.  Not surprising, given my expertise in perl.  :)
