If you have a spare server, I would rather set up another mapnik renderer,
rendering different layers which could be overlaid. Say a street layer, a
natural layer (half-transparent woods), a caption layer, a boundary layer..
each with transparent background. To save disk space render not all zooms,
say z0-z11 or so.

Set up a slippy map enabling layers to be enabled or not. Stacking layers
that is.

When OAM eventually comes back serving satellite tiles, such 'overlay-able'
tiles would be AWESOME!

I know, I shouldn't propose others doing work, but instead do it myself :D
