[Tilesathome] non-updating renderers

Hi List,

there seem to be renderers (at least one) which do not update themself. I 
think, it's not good that non-updating renderers produce tilesets since these 
tilesets sometimes produce significantly different tiles. This is especially 
the case for the new style for borders.

Some thoughts:
- uploads from non-updating renderes should be denied (difficult?)
- eventually they should not even be able to get a job (easier?)
- for this the update check should be before rendering instead of before 
uploading
- there should be a lastchecked.txt instead of the version.txt and 
newversion.txt
- there should be a tolerance of one or two days for the case that the svn 
server is broken
