Nope. We check for tiles which have not been rerendered for some time
and request with the lowest priority that those be rerendered. This
makes sure that all tiles are rendered in the current stylesheets. Those
request jobs are throttled to not overwhelm the server. In fact they are
 throttled so low that the t at h queue runs empty form time to time even
with those jobs running. No tile should be requested "again and again".
