If you search trac.openstreetmap.org for sac_scale you'll find that
the colours were from
http://www.sac-cas.ch/uploads/media/SAC_Wanderskala_Vergleich_01.pdf
where T1 seems to have some as yellow and some as red. Whoever made
the patch decided to use red for T1.

The PDF currently linked from the wiki page does suggest yellow for
T1, but if you look at the history of the page, when the patch was
applied the table on the wiki page did show red for T1, and it
remained that way until the page was revised 10 months later in May
this year.

If you want it changing, it is perhaps best to file a trac ticket.
