[Tilesathome] z6 to z11

Hello

I just made some changes at z12 to z17 first for highways and later
for railways. railways are now ready. Might be some things should
be done using some experiences from some railway things.
After that I want to go on with z11 to z6.
z17 to z12 is ruled by osm-map-features-z*.xml
They exist for z6 to z11, too, but someone said, that they are
not used, but captionless-z12.xml for all zoom levels between
z11 and z6. Is this true? This would constraim the possibilities
of rendering suitable for the zoom levels (widths of ways, dashing,
selection of elements to render, ...)
