This is what is already done. There is a "latest client version" tag on
the server that is checked by the client. Whenever the server announces
a new version than clients will autoupdate their svn code, including the
style sheets. So there is no bottleneck. Problems occur when people
explicitely and on purpose disable the autoupdating of SVN code (or
someone forgot to update the server version).
In this case downloading the styles from the t at h server wouldn't help as
those people that disable svn updating would also disable the download
of a data dump from the t at h server.
