Yes, fairly simple. Getting the icon is perhaps the hardest bit
(though I'll be the first to admit that I have no artistic talent to
speak of). In the UK I'd be tempted to use something like the
traditional policeman's helmet, but I doubt those are used
worldwide. Handcuffs, perhaps? It's not even as 999/911/112 is
standard across the world either.
