Have a look at the existing icons in
http://svn.openstreetmap.org/applications/rendering/osmarender/stylesheets/symbols/
They are all SVG files.

I thought that I had seen icons for a policestation on the map. It was
probably the slippymap, but I don't see them now.
The icon looked like a bobby's hat, but brown and a blue star on it.
