Caption tiles will not be automatically used in the stitched "tile"
layer. However they should show up immediately at
http://server.tah.openstreetmap.org/Browse/?layer=caption&z=6&x=32&y=21
very shortly after uploading them.

They are only updated in the tile layer when a stitching happens. Which
currently runs automatically. When you uploaded new captions, I can
start a manual run of all low zoom tiles though.
