[Tilesathome] Download of data failed from TRAPI, API, ROMA

Should be sorted out since about 5 hours ago.  The TRAPI server were way
behind yesterday due to a huge number of very complex relations that were
being added to OSM.  This was causing the minutely diffs to take longer than
a minute to be applied.

One the TRAPI servers go down, things get backed up very quickly with all of
the t at h clients banging away at the API for data.
