[Tilesathome] New Orleans area full of duplicate nodes

How do get the validator to fix the duplicate nodes and ways without
prompting for merging conflicts?  There are a few counties in PA that have
the same issue, but when I try using the validator to merge the conflicts I
get prompted for each and every node and way.
