This happens because the oceantiles file the Tiles at Home project uses
is broken for this area:

I'm forwarding this to the tiles at home mailing list. Hopefully someone
there will sort it out.

There are still thousands (or more?) tiles all over the world that are
broken in a similar fashion for T at H. Some users have been working hard
on changing that by correctly marking z12 tiles as sea, land or mixed.
