[Tilesathome] z0-z5 low zoom stitching broken

It's not the fault of the tile stitcher. Someone has uploaded a defect
tile file:

I am a bit puzzled as to why he did that as the tiles are regularly
stitched in an automatic manner. I would appreciate if someone would
notify the person and tell him to not do that anymore. I'll start a new
stitching for z0-5 now.
