[Tilesathome] New layers. Plan of action

Dear all,

ok, so the server side should be ready for a new layer that serves as a
captionless base for language overlays. This was the plan, right?

So we now have the "captionless" (rendered by default) and the
captionless-lowzoom" (not yet rendered by default) layers on
the server. This is how we need to proceed, I guess:

1) Copy over the current "captionless" stylesheets to
"captionless-lowzoom" in osmarender and include an captionless-lowzoom
layer in the t at h client config. Dirk, can you do that?

2) Start requesting the captionless-lowzoom layer by default on the
server side (I would that that switch as soon as the clients are
configured).

3) Creating "captionless" stylesheets on the basis of the regular
stylesheets minus captions that will be rendered on z12-17. This is the
base map that can be overlaid (or merged) with language captions.

4) Actually create language caption layers.

Anything missing? Is that really what we should be doing?
