Admittedly it does, but you know what? I prefer that look to the weird
mapnik look at low zooms.

The captionless tiles are the same, but they don't contain the captions
and they don't contain the the administrative borders. So the borders
can easily be changed on any level. Go ahead!

Well, improving is always important, so go ahead and do or propose
