[Tilesathome] Broken lowzoom tile

When the captions have been done for the last time (1 year ago?) IMHO the
captions were created without those boundaries. In the lowzooms I see
boundaries from the caption layer only in some tiles in the netherlands and
eastern europe (and those are from captions that IMHO are even older).
