[Tilesathome] Clients not behaving

for example the latter is something wich makes the map less current,
because the longer the queue at the server the longer the time from osm
download to rendered map, while the time between request and updated map
is not altered (much).
Besides it cheats the other user in the stats page.

Secondly it breaks the update mechanism for the clients, which is
necessary to get the newest oceantiles hint info to the clients, or to
be able to react to certain conditions which require the client
behaviour to change.

We need more public TRAPI servers, and we will need a beefier central
tile server sometime in the future as the project grows.

I think there is some firewalling issue between munin.openstreetmap.org
and server.tah.openstreetmap.org.

No those are OK, even welcomed, as long as the local TRAPI itself is
working and current.
