[Tilesathome] captionless has captions

Hi,

yes, some seem to be rendered with 'old' renderer version. But the new
version (update was 2010-09-28) definitely has no difference. Go three
tiles to the right and you see it.

This is also the reason, why you see partly colored low zoom maps:
