What will Google do concretely ?

umap allow to add personalized information on openStreetMap "background".
it is possible to add anything, like a paper map or a postit
or sending coordinates by sms/email/instant messaging

it's like asking a phone operator to block the sending of geographic 
coordinates if it concerns an attack, there is no way to guess the 
intention of the creator of an umap

I highly doubt that an army uses external online software to take notes.

exept an area/country-wide ban (thus including humanitarian uses) and/or 
a scan of all umaps to look at the one concerning the armed conflict 
area, I don't see much way to prevent that
