if you are looking for saved maps -> see the reply by Michel

if you want to create a new map from scratch there are alternatives 
instances with their own data storage, not shared with the 
openstreetmap.fr original, and so not affected by the recent server 
failure, e.g. the instance operated by the German OSM chapter FOSSGIS:
