Hi Alex!
Great that you want to use the iPhone for a navigation for the visually impaired.
You find some collected requirements at

In the wiki category "Visual Impairment" there are pages
collected that are somehow conntected.
There you will find that there are the tags recommended:
traffic_signals:sound=yes
traffic_signals:sound=no
traffic_signals:vibration=yes
traffic_signals:vibration=no
If you can see, there is a visual map that already displays the mapped traffic lights with aids:

(There is a statistic now for the blind, how many elements of each type are in the map. Let me know if the table is easy to listen to, please.)
You might also be interested in the other map elements displayed and named there.
Is the tool planned to be open source?
Please forgive me that the map is not up to date, I was on vacation and my laptop RAM failed when I was back - Now I am without any linux for about 3 more weeks.
