Hi Ari,
I don't know any commant line interface solutions.
Here are two prototypes in German of online text interfaces:
Amauromap:
No Routing, but description of streets (OSM based)
http://www.amauro.map.at/
"Accessible Routing"
With routing in German, also OSM based
http://koenigstuhl.geog.uni-heidelberg.de/accessible_routing/
By the way, you could have found both links on our OpenStreetMap Wiki page:
http://wiki.openstreetmap.org/wiki/For_the_blind
Sorry there is nothing in English yet.
I am working on a project for fully accessible routing in English and German (and more, but there is nothing to show yet but the requirements and the project plan. It will be called "Look and listen map".
If you don't want a text result but a gps track as a result, you might want to do some research on routing solutions with maps, where a line is drawn on the map.
Maybe you can grab the track (.gpx or .klm) from the website? Or have you tried that in google maps?
I will keep your requirement to download a gpx routing file in mind for later versions of "look and listen map".
Ari, are you still uploading tracks to OSM?
Did that work fine?
Best regards
Lulu-Ann
