I am the programmer of the Lalm project. You tried it already in the
current state?
Let me shortly explain the current state and so on.
I implemented an API that provides data to the lalm software in a
unified way. In theory we could plug in a postgres database here or
whatever we want by implementing that unified interface in a different
class.
My main implementation, that is used currently, uses the overpass-api
[1] to get the data. But it's far from complete. Currently it fetches a
static area here in Paderborn for testing, and you cannot explore the
map outside. Of course it has to be implemented that the overpass-api is
queried for arbitrary regions, but for know I personally concentrate on
the other parts of the project: To make the user interface useful, to
extend the describing functionality and (not availlable yet) to enable
routing in the availlable area.
If you (and others on this list and elsewhere) tell me, that lalm is
already used actively and you prefer to have worldwide coverage before
having at least a little bit better descriptions, please tell me that. I
didn't yet think about it being useful in the current state.

No. Currently not.
If you have ideas how to implement that, I would appreciate to get a as
detailled as possible description of that idea as we plan to do
something in that direction for the lalm at a later stage.
Adding tags to existing objects should be fairly straight forward, but
adding objects could be more complicated probably, as I don't have the
best idea yet how to check in a text based user interface if the
relative position is accurate or not.
