Yes I agree with Richard, and I think plenty of others would be horrified by it.
Maybe there's no harm in prototyping it for consideration, but it would quite surprising if the first big discussion and decision of the *design* mailing list was the introduction of an animated ad! Doesn't sound like the kind of tasteful understated decision I was pushing for here.
I was thinking more on the lines of... the ad changes only on page load. Much less intrusive (and easier to implement presumably)

Yes SOTMUS is nearly upon us, and SOTM promotion is in full swing, so we're in the position now where we need to decide something sharpish. Let's take a short-term view of what to do here. Something simple, and roughly in line with what has happened in the past.
....and later we reserve the right to set a policy which may deviate from what has happened in the past.
OSMPlus is a spanner in the works here which perfectly illustrates why we'll need a policy. I guess we'll have to add it on the same random rotation. Equal or lower weighting that SOTMUS? I don't know.
