it's not a real error actually, it is a different way of modelling, valid
according to the wiki, but less desirable. For an import it shouldn't be
accepted (IMHO).

Generally, from this thread it looks as if there was a bigger problem in
the area.

Maybe I didn't understand you correctly. What I understood:
- there are overlapping landuse polygons, deriving from an import in ER
- those polygons have contradicting (different) landuse values

My questions:
1. Was the importer following the import procedures (import guidelines)?
2. How would we be able to correct these automatically, i.e. without
looking at the actual landuse?
3. When was this import? How much has already been changed manually by
mappers?
