The exported planet dump would contain incomplete segments. *shrug*

They can be removed afterwards from the file or left there for detection
by one of Jörg's nice perl scripts (which would help improving the data
quality). I see no reason to not export them and still let them dangle in
the database.

And it isn't the job of an export script to fix the data - that would be
the job of an fix-the-db script. ;-)

PS: little-osm exports incomplete line segments too. And JOSM can already
handle it ;-) (by just dropping the segment :-(  )
