I personally would prefer, if an area always has to be closed. and all 
segments have to be ordered. This would make rendering and working with them 
a lot easier.

You think of restricted as in: 
 - You cannot go there 
AND
 - You don't even see it on the satellite photos?

Every lake/sea/area I ever remember could be well seen on the satellite photo. 
And those lakes/areas where I couldn't go around all the way; can be very 
well estimated by looking at them from one corner. If that was not enough to 
draw the border I still have the streets/tracks outside of the area to get a 
guess where the area has to end.
