[OSM-dev] OSM server clones

Does anybody run a clone of the OSM software on their own server? 
Doing so should be possible, because it is released under GPL and 
available from the SVN repository.  But could it ever make sense 
to do so?

OSM runs its own copy of the MediaWiki software, same software as 
Wikipedia, but different content.  This makes sense, because our 
wiki content describes our project, while Wikipedia's contents 
describes the world in an encyclopedic fashion.

The University of Minnesota MapServer is a piece of free software 
for mapping, used in many places, for many different purposes.  
This makes sense, because each instance of MapServer is used for 
some local area and some specialized data about that region, that 
someone uses for their own research or business.

But would it make sense for anybody to run the OSM server software 
without the OSM contents?  How?  Why?
