Localized content. A group of people using the OSM server software to
map out all the geodata in their area, unrelated to the OSM project, or
designed to be specialized an contributed back to OSM. For example,
someone could have set up an OSM 'shard' for Isle of Wight, *in the
cabin*, that would have allowed people to do their editing at Isle of
Wight, rather than having to afterwards due to internet connectivity
issues.

Persons who disagree with the current choice for license might want to
start a similar project under a different license.

Persons who wish to create a specific read-only 'shard' of the OSM
dataset -- only of the San Francisco area, for example -- and use the
OSM renderer to do it.

Just a few use cases.
