I think it would be much better to have all the rendering software take the 
planet.osm Files. These are stored on mirror Servers so they won't generate 
loadn on the OSM Servers. And they will be updated regularly. So I wouldn't 
plan a third distribution way for the Data. This would probably only arise 
the problem of out of date Data.
