Both. little-osm is currently only a fast shoot for playing a bit around
because I wasn't able to setup a testserver correctly at home (and I am
too stubborn to use vi over an remote shell on the dev server ;-)

The server currently delivers about 50kb/s on my machine (England in 7
minutes ;-). If it really goes production some day, and people complain
about the speed, I'll surely come back to your offer :-)
