[OSM-dev] GPS track db may be locked shortly

Hello Niko

Given that I am making schema changes, I must guarantee the relevant 
tables will not be updated until everything is co-ordinated. I hoped the 
lock tables would be adequate, but proved not. I have therefore cut the 
db from the network for the time being. Hopefully will be back on-line 
in 30 minutes- 1 hour.
