[OSM-dev] Proposal: Database accelerator and dirty tile marker based on simple algorithm.

I have created a database called 'openstreetmap' on dev.

I have created an account dev-planet-admin for someone to populate the
database with planet.osm. I have also set a user dev-planet-user (with
same password) for read-only access.

Any volunteers to populate the database with planet.osm?
