geonames.org has a web service and claims to have postcodes for  
Australia, Austria, Belgium, Bulgaria, Canada, Croatia, Czech  
Republic, Denmark, Faroe Islands, Finland, France, Germany,  
Greenland, Hungary, Iceland, India, Italy, Liechtenstein, Luxembourg,  
Mexico, Monaco, Netherlands, New Zealand, Norway, Pakistan, Poland,  
Portugal, San Marino, Slovakia, Slovenia, South Africa, Spain, Sri  
Lanka, Sweden, Switzerland, Thailand, the UK, the US, and th Vatican.

No idea whether they're complete or not.
