Well I'm still not really convinced - it means placing a lot of trust
in the clients to correctly process the response.
I'm also not sure how we handle things like limiting the size of the
uploaded change set to something sensible so that we don't block the
API for other users.

That's a completely separate issue, and I thought I had already agreed
with you guys that we would run that on the server when you were ready.
