/usr/share/josm and /usr/lib/josm is built into JOSM to look for
resources (e.g. images in /usr/share/josm/images/...)

Else, set JOSM_RESOURCES environment variable or set the java define
"josm.resource" (start josm via "java -Djosm.resource=/foo/bar ...")

You will want to depend on a Java5 compatible package. Don't know
whether "java2-runtime" provide this...
