I believe the old tiger import data was dropped around then. This data was
just dropped rather than deleted, so there's no history of the deletion in
the history table.
As an example: http://www.openstreetmap.org/api/0.4/way/3200673/history
But nothing for: http://www.openstreetmap.org/api/0.4/way/3200673
